Not the author here (clearly), but as a Game Designer myself, I'd say both your proposals are correct. You can either adjust the numbers or the formula, and then test it again with the users. Balancing is initially a mathematical process to lay down the foundations, and later a "empathy" process, in which you get the feedback from the players and act accordingly (but never blindly).
